Second Homes Fund

 

Where does the money come from?

West Lancashire Borough Council and Lancashire County Council make a contribution to the West Lancashire Local Strategic Partnership related to the amount of council tax collected from ‘second homes’ owned within the borough. The resulting fund is referred to as the Second Homes Fund.

 

What is the money used for?

The money is used to directly support the work of the West Lancashire Local Strategic Partnership.

 

Second homes funding is allocated to projects that will help achieve:

 

  • the outcomes of thematic group action plans
  • key projects of the Sustainable Community Strategy
  • Sustainable Community Strategy and/or LAA targets/outcomes.

 

The fund is also available for general expenditure in relation to the management and effective operation of the LSP, including meetings of the LSP’s Executive, Forum, Thematic Groups, Performance Management Group and Funding Management Group.

 

Decisions about the allocation of funds are made solely by the West Lancashire LSP Executive Group.

 

Which projects are eligible?

To be eligible for funding, a project must help deliver the objectives of our Sustainable Community Strategy and ideally help support the thematic group action plans, which can be viewed through the thematic group web pages.

 

Please read the guidance notes given below for more detailed criteria on eligibility and also take a look at previously funded projects for an indication of the type of proposals that have received funding. Projects do not need to be entirely funded by the Second Homes Fund.

 

How much money can I apply for?

There is no limit to the amount of money you can apply for within the constraints of the annual budget itself. Funds available for each year are dependent on how much the partnership receives from second homes council tax contributions and how much money has been previously committed. The 2009/10 second homes contribution was £32,115.

 

How do I apply?

Applications are accepted throughout the year or until all funding for the year has been allocated. Proposals must be submitted on a standard proposal form (given below) three weeks before an Executive meeting in order to be included onto the agenda.

Proposal submission by: 29 October 2010

LSP Executive consideration:  19 November 2010

 

Proposal submission by: 17 December 2010

LSP Executive consideration:  21 January 2011

 

Proposal submission by: 25 February 2011

LSP Executive consideration:  18 March 2011

 

Proposals need to have the support of one of the LSP thematic groups (or a member of the Executive group) as these groups have been established to deliver the priorities of the partnership.
